The Story of the Masskara Festival of Bacolod City goes back 32 Years ago when during the Crisis of the Sugar Industry, major product of Negros Occidental in the Philippines whee Bacolod City is the Capital. The situation is depressing and commerce is folding among the Negrense. That is when Ely Santiago, President of the Art Association of Bacolod, with the support of the late city councilor chairman of the committee councilor on tourism, Romeo Geocadin and the then Negros Occidental Department of Tourism head and now city mayor of Bacolod, Atty. Evelio R. Leonardia, the concept has become a reality, with the city having her first MassKara Festival in 1981.

The original concept was to combine “mass”, an English word to “kara” which is a Spanish Word meaning face. Adding the two “Masskara” becoms a “mass of faces.” Connect these to Bacolod’s Title as the City of Smiles and voila – a new festival that not only unites the whole city but also uplifts the sentiments and aspirations of the City in its darkest hour.

The celebration boasts of smiling masks in varied hues, colors and brilliance which is donned by dancers representing the Different Barangays and Commercial Businesses in the City. These dancers pass through Lacson Street, the major artery in Bacolod while they stomp, swing, pulsate and gyrate every third weekend nearest to the October 19, City’s Charter Anniversary. The Projects has gained success so much so that it was awarded as a National ANVIL awardee of the PPRS (Philippine Public Relation Society) and has become the major driver for Tourism in Region 6.

Arch. Ian Jay Bantilan is a Blogger by Hobby, Architect by Profession and Artist at Heart. He finished his B.S. Architecture in the University of Santo Tomas. As I visit the site, the waters are in their low levels because it is approaching summer. Assuming current Creek is 0.0m you can tell from the visible signs that the Creek could rise 2 meters (previous flood levels).

The edge of the Lot is 2.8om from the current Creek Levels. The road is 5.5m. You will see the Sewer discharge from the Drainage.

All Houses’ Groud Floor is 6.7m because we are elevating 1.2m through the steps (See the 4 Houses together). The Basement level is 3.70m which is 1.70m higher than flood levels. I’m expecting that flood levels might increase to 2.3-2.4 but the Basement level still has a 1.30m safety. At all times you would see that the Basement is always 3.70m higher than the Creek.
